The Coshocton
Port Authority is inviting proposals for the development of new residential projects
in response to the growing housing demand tied to the increased investments in
Central Ohio. Coshocton County is located approximately 50 miles from Central
Ohio’s developing industries. A recent housing study confirmed that attainable
housing is urgently needed in the area, presenting a critical opportunity for
developers to address this gap. The project will focus on transforming land
owned by the River Local School District, which includes a former elementary
school and an adjacent playground.
LEGAL NOTICE Coshocton County Land Reutilization Corporation and Coshocton Port Authority Coshocton County Demolition Project Bid #02-2024 The Coshocton County Land Reutilization Corporation and Coshocton Port Authority have requested bids for the materials, equipment, and labor necessary in the demolition of certain properties in Coshocton County in conjunction with the Ohio Department of Development (ODOD) Building Demolition and Site Revitalization Program. Additional details are provided in Bid #02-2024 as prepared by BJAMM Environmental. Sealed bids will be received by the Coshocton County Land Reutilization Corporation and the Coshocton Port Authority, until 2:30 pm, local time, on Monday, October 28, 2024. Bids must be sent to the Coshocton Port Authority, located at 534 Main Street, Coshocton, Ohio 43812 and “ATTENTION: BID DOCUMENTS – COSHOCTON COUNTY DEMOLITION PROJECTS” must be written on the exterior of the envelope. Bids received after this time will not be accepted. The Coshocton County Land Reutilization Corporation and Coshocton Port Authority reserve the right to reject any and all bids and will award contracts to the bidder(s) submitting the lowest and best bid(s). A MANDATORY pre-bid meeting will be held on Monday, October 21st at 10:00 AM at the Coshocton County Port Authority offices located at 534 Main Street, Coshocton, Ohio 43812. Documents may be reviewed at no charge and obtained during the hours of 8:00 AM to 4:00 PM M-F at the Coshocton Port Authority, 534 Main Street, Coshocton, Ohio 43812.

Please email hannahgallagher@coshoctonportauthority.com All bids must be accompanied by a Bid Guaranty in the form of either a Bid Guaranty and Contract Bond for the full amount of the bid (including all add alternates) or a certified check, cashier’s check, or an irrevocable letter of credit in an amount equal to 10% of the bid (including all add alternates), as described in the Instructions to Bidders. The Coshocton County Land Reutilization Corporation and Coshocton Port Authority intend and require that this project be completed no later than 60-days after signing of contract. No bidder may withdraw its bid within sixty (60) days after the bid opening. The CCLRC reserves the right to waive irregularities in bids, to reject any or all bids, and to conduct such investigation as necessary to determine the lowest and best bidder for each contract. The Coshocton Port Authority intends to contract for architectural services in connection with the development of the Coshocton Pastime Theater. An existing building in downtown Coshocton. Firms interested in being considered for a contract to provide the required services should submit a statement of qualifications by 4:00 pm on December 15, 2023. Statements received after this deadline will not be accepted.
Statements of qualifications should include information regarding the firm’s history; education and experience of owners and key technical personnel who will be assigned to this project; the technical expertise of the firms current staff; the firms experience in planning, design, construction administration an observation of similar projects staff availability; the firms equipment and facilities; experience with State of Ohio and Federal funding sources; references and any previous work performed for the Coshocton Port Authority or in Coshocton County.
Statements of Qualifications should be submitted to Tiffany Swigert, Coshocton Port Authority at tiffanyswigert@coshoctonportauthority.com As required by Ohio Revised Code 153,65-73, responding firm’s will be evaluated and ranked in order of their qualification, the Coshocton Port Authority will enter into contract negotiations the most highly qualified firm.
The Coshocton Pastime Theater will be located at 538 Main Street and the scope of services will include planning, design, construction administration and observation as well as technical assistance needed to support funding applications. The other estimated total budget for this project is approximately $10.3 Million. The Coshocton Port Authority anticipates that design will commence upon approval of funding applications in early 2024 and that construction will take 12-16 months to complete.
